The central government body instructed the leadership of the legal and penitentiary system of Russia. The Ministry of Justice develops and implements state policy and regulatory control, as well as performs law enforcement duties and functions of control and supervision.

The Ministry of Justice also develops and implements state policy and regulatory control, as well as performs law enforcement and control and supervision functions in this area:

  • Execution of criminal penalties (according to FSIN)
  • Registered non-profit organizations, including information about them, branches of international organizations and foreign non-governmental organizations, public associations, political parties and religious organizations.

  • State registration of civil status,
  • Legalization and apostille,
  • control over the established order of courts work and execution of judicial acts and other bodies,
  • anti-corruption efforts.

Anti-corruption examination of draft laws is conducted by individuals and legal entities accredited as independent experts. As of November 16, 2010, 828 individuals and 164 legal entities were accredited as independent experts. The decision on accreditation is made by the Minister of Justice of the Russian Federation or one of his authorized deputy ministers and order is issued. Accredited specialists are issued a certificate.
